In the section on Passive PoE: where 802.3at is mentioned, it's in relation to whether or not the RUT950 is capable of powering other devices. That's not related to 802.3af, 802.3at or other versions of the official PoE standards.

The standards distinguish between "PD" (Powered Device) and "PSE" (Power Sourcing Equipment).

The RUT950 can be powered via an Ethernet port, but it does not comply to 802.3af, 803.3at or 802.3bt standards as a PD.

As far as I know, the RUT950 has no ability at all to act as a power source to other devices in the LAN. Please correct me if I'm wrong. However, even if it does have capability to power other LAN devices over Ethernet, it does not do so in accordance with any standard, such as 802.3af, 802.3at or 802.3bt.
